you arent going to find a beach anywhere in Thailand where Thai women are nude. you might find one where Euro trash is nude, but not Thais.
They do not exist, people have lied to you.
If in Thailand you were to go naked at a beach you would be in the “Monkey house” quick smart.
I once spotted a ‘ topless ‘ holidaymaker on Jomtien beach which is about 6km from Pattaya, BUT, as she was not in her prime, it wasn’t such a beautiful sight. Maybe you will see more ‘ topless ‘ sun worshippers at the town end of the beach, but the police station is also here………
I doubted very much you will find one. Thai people barely tolerated topless farangs as it is.

Sorry folks, but I have witnessed countless female tourists topless on a Thai beach (Samui/ Phuket)!
I have not seen a foreign woman topless in Pattaya however, mainly because there are hardly any female foreigners in Pattaya!
It is despicable that foreigners do not appear to give a danmn about local cultures and customs and think they can behave like they are in Palmas de Mallorca.
Thai ladies will not go topless, they even have a hard time dressing in a “normal” bathing suit, It’s against customs and culture.
Saying that, I have seen 2 or 3 Thai girls topless, but they were hardcore hookers paid to do so by their sugar-daddy.
